I like the idea of him potentially influencing the Red Queenslanders

!! ;D :P

Haha, well it IS the Red Queen's Land. :P You never know... ;) But really I was just too lazy to write "the inhabitants of the Red Queen's Land. ;P
What will the New Beforetime City look like and will Elspeth ever get to drive in "modern" transportation (like a car :P)?I rather like the idea of Elspeth trying to ride a bike. :P She had enough trouble with a toilet! I can just imagine how horribly wrong things could go if she tried to ride a bike. "Why is your arm facing the wrong way?" / "Did you seriously just run straight into that wall?" / "I thought you were dead for a minute there!" her companion laughed cheerfully. / "Didnae you see that pole comin' right towards ye?" / Maruman looked smug. "I/Maruman-Yelloweyes warned you/ElspethInnle." / Gahltha just looked sad, "Do you doubt my loyalty/faithfulness, ElspethInnle?"
But given that you said drive, I'm going to imagine that Elspeth finds one of those bubble things from TKP (which I imagine as something like a cross between a plane and a helicopter). When Elf enters the machine, it asks her to insert her memory seed and speak, and she and Maruman are granted access. The machine runs using only small amounts of solar power, so it is able to store power up while keeping itself flying during the day, which will also keep it running at night, so that Elspeth and Maruman will be able to fly from the new Beforetime city to the Red Land (assuming they're not in the same place :P). The Beforetime flying machine is also able to provide them with sustenance during the flight, much as Hannah's suit did for her in the journey in The Dark Road.
Oh, and I imagine the Beforetime city itself being very white in places, in the sense of being bleached or worn by the centuries that it has been left to the elements, but it will have some areas that have been stained by rot or disintegration. Some of the buildings will have collapsed, while others are in the process of disintegrating. It's kind of like in
Do Androids Dream of Electric Sheep? if you've read that? In the novel (but not so much in the film Bladerunner) there's a lot of focus on entropy, which is basically about things wearing down and reaching the end of their time. I imagine this city as something that is going through the process of entropy. Even considering that we've been told there'll be people there, they will most likely be in an underground complex like the one on the West Coast, so they won't have the time or energy to maintain the city itself. I'm thinking it was too isolated to be directly affected by the Great White.
